Right. Good morning, well, good lunch everybody.
Pirates, Friends, Coming before a large crowd of people after New Years is always a bit scary. It’s a time for new hopes, and for new futures. Europe faces many challenges. Luckily they are no challenges that pirates cannot answer. We need to put the internet back into the hands of the people.
The internet needs to fulfill the promises of social interaction, decentralisation and empowerment, that it promised. Neuland , as it were, is the place which empowers us, Europeans and pirates, to live and create freely.
I will speak about copyright and security doctrines. . From all these three areas, it is clear that Europe does not follow a good path. European politial leaders fail to identify Europe’s strengths, and they fail to draw upon Europe’s strengths.
This is why Pirates matter, and why we need to lead. This is our contribution to European policy is not merely that we understand the internet, it’s also that we understand Europe.
In Europe, we are peers, we always will be peers and that’s what Pirates stand for. In the beginning of 2014, the copyright reform draws ever closer. This reform is much awaited. There is not a single european citizen in who has not felt the boundaries of copyright law restricting them.
Increasingly, technology makes law and removes from us the freedoms that the legislation tries to grant us. Monolithic and centralized companies control our friendships, our culture and our communities. Centralization doesn’t work in Europe – we are a place of many peoples, many cultures, and many platforms.
It’s actually no accident that the most successful distributed technologies are European. MiniNova was Dutch, that OiNK was British, Demonoid Ukrainian and The Pirate Bay still is Swedish.
It’s not an accident because it’s the European way. The European way is decentralization and cooperation, decentralisation and cooperation between peers. It’s also no accident that Europe is a place of remixes, philosophy and science.
We collect from each others experience and knowledge, we remix, and we create new stuff.. In Europe, this has always been the platform for advancement, which copyright now restricts.
It’s no accident that in Europe we have libraries in every town, and that they are an integrated part of every European culture.
We have universities in every place, because Europe is a place where diversity in culture is preserved, cherished and used to make new culture, new innovation and new leadership.
And yet copyright tries to restrict this, and we need to make that stop. Copyright law as it currently stands is no instrument for Europe. It’s no instrument for 2014. It’s made in a way that is inherently inconsistent with the European ideas of decentralisation, cultural diversity and cooperation .
We cannot build a Europe which works for us, if we are consistently stopped by a legal framework made for a much more centralized regime.
In Europe, we are peers, and that’s what we, the Pirates stand for. Centralized control over information system however manifests itself in many ways.The Snowden revelations cast a particularly shady light on the centralized functions of security systems.
Europe doesn’t work with centralized governance. European governance must be based on transparency and trust. Instead we have persistent problems of member states backstabbing each other.
The Swedish government monitors our Finnish peers and then we wonder why they are unhappy. In trade negotiations there is virtually no member states is safe from the betrayal of their member states peers. In space cooperation, it’s particularly apparent that even when member states know they should be cooperating , like on sattelite debris, they don’t dare.
Instead they work against each other and spread mistrust. The fear of member states against each other is also rubbing off on Europeans. Fear of the unknown, and distrust for that which we do well.
Both the UK military and the Swedish military consider themselves at war in Access Points and Routers , on the internet. They want to control what companies do, and what private persons do. They do it in the name of security.
They are turning Neuland into No Man’s Land. A dreadful mistake, not the least for Europe.
And still the Snowden revelations actually show only part of the problem. Sure we can be angry with our governments for being stupid. We can tell them to stop being bad, and we do. . In my view this approach is bound to be unsuccessful.
What Europe lacks is an idea about what security needs to be for Europe. The political establishment fails to see why internet is good for Europe. We, the pirates, have a vision for why the internet is good for Europe. We don’t lack a vision for what works for us.
There were many places in the Europe Union where the centralized planning of the economy by a security agency proved not to work. We have tried and failed with this model.
Our future lies in something like open source software and transparency. Europe is good with innovation, and we are good with open – we are good with distributed. In Europe, we are peers, and we always will be peers and that’s what Pirates stand for.
At the core of European Union lies human rights, and we need for our security strategies to reflect that. In the words of Altiero Spinelli, one of the founding fathers of the european union:
Modern civilisation is based on the principle that we are not mere instruments to be used by others but autonomous living beings. The data protection regulation is of course the flagship initative of the European Union at this tim, which is blocked by member states, but it’s only a piece of the puzzle.
We can’t solve neither our security nor our privacy problems with one law. We require a pirate ideology for a European future, because we need an ideology that’s based on what we’re good at in Europe. We need an ideology based on transparency, diversity and human rights.
At the end of the day, this is not America. This is not a one-flag Union. What works there doesn’t necessarily work here. The challenge for both pirates and for Europe is to find out what our future is, and then we need to build that. European cooperation is deeply distrusted by Europeans today.
The pirate ideology of transparency, decentralization and human rights is the solution we need – the net peace agenda, where trade means peace, and we come together. Especially for the internet and for Europe we will make the difference.
We need to put Neuland into the hands of the people. It is the place where we are empowered, Europeans and pirates, to live and create freely. It is where we live, and it’s our homeland. Decentralization has always made Europe strong. Strength in diversity seems an old cliché, but still it always worked for Europe.
Trust and cooperation is created when peers work together, across borders. It’s created when we share culture and when we act openly with respect to one another. This is the platform for European security, and also for European industry. It’s a platform for a European Neuland, which serves Europe, and technologies that work for us.
In the words of Robert Schuman, a former French foreign minister and a founding father as well of the European Union: Europe will not be made all at once, or according to a single plan.
It will be built through concrete achievements which first create a de facto solidarity. The internet is the greatest of tools for all of these purposes, and we have the European creativity to bring that forward. But we, the pirates, must advance these many plans, these many goals and see that after the elections in 2014 it is Europe that is capable of finding thish way.In Europe, we are peers, and that’s what Pirates stand for.

Unser Beitrag zur europäischen Politik ist nicht bloß, dass wir das Internet verstehen, er ist auch, dass wir Europa verstehen.
Anfang 2014 kommt die Reform des Urheberrechts immer näher. Diese Reform ist seit Langem erwartet. Es gibt keinen einzigen Unionsbürger in Europa, der nicht die Fesseln des Urheberrechts hat spüren müssen. In zunehmendem Maße bestimmt die Technologie das Gesetz und nimmt uns damit die Freiheiten, die der Gesetzgeber uns zu geben versucht.
Monolithische, zentralisierte Unternehmen kontrollieren unsere Freundschaften, unsere Kultur und unsere Gemeinschaften. Zentralisierung funktioniert nicht in Europa – wir sind ein Gebiet mit vielen Menschen, vielen Kulturen und vielen Plattformen.
Es ist kein Zufall, dass die erfolgreichsten, weit verbreiteten Technologien europäischen Ursprungs sind. MiniNova kommt aus den Niederlanden, OiNK aus Großbritannien, Demonoid aus der Ukraine und The Pirate Bay aus Schweden. Es ist kein Zufall, weil es der europäische Weg ist. Der europäische Weg besteht aus Dezentralisierung und Kooperation, Dezentralisierung, Kooperation zwischen Gleichen.

Es ist derart beschaffen, dass es vollkommen inkompatibel zu den europäischen Ideen von Dezentralisierung, kultureller Vielfalt und Kooperation unter Gleichen ist. Wir können für uns kein Europa bauen, wenn wir andauernd von einem rechtlichen Rahmen gebremst werden, der für eine wesentlich zentralisiertere Ordnung geschaffen wurde. In Europa sind wir Partner, wir werden es immer sein, und das ist es, wofür Piraten stehen.
Zentralisierte Kontrolle über Informationen schleicht sich in immer mehr Informationssysteme ein. Die Snowden-Enthüllungen werfen ein besonders dunkles Licht auf die zentralisierten Funktionen von Sicherheitssystemen. Europa funktioniert nicht mit einer zentralisierten Regierungsführung. Europäische Regierungsführung muss auf Transparenz, Dezentralisierung und Vertrauen beruhen.
Stattdessen haben wir ausdauernde Probleme mit Mitgliedstaaten, die sich gegenseitig in den Rücken fallen. Die schwedische Regierung überwacht unsere finnischen Partner und wundert sich, warum diese nicht glücklich darüber sind. Während der Handelsverhandlungen ist kein Mitgliedstaat sicher vor Betrug durch seine Partner aus den anderen Mitgliedstaaten. In der Weltraumzusammenarbeit ist es besonders offensichtlich, dass selbst wenn Mitgliedstaaten wissen, dass sie zusammenarbeiten sollten, sie sich nicht trauen. Stattdessen arbeiten sie gegeneinander und verbreiten Misstrauen. Die Furcht der Mitgliedstaaten voreinander färbt auch auf die Europäer ab. Furcht vor dem Unbekannten und Argwohn gegenüber dem, was wir gut können. Das britische und das schwedische Militär befinden sich im Krieg, im Internet. Sie wollen kontrollieren, was Unternehmen und was Privatpersonen tun. Sie tun es im Namen der Sicherheit. Sie verwandeln Neuland in Niemandsland. Ein furchtbarer Fehler, nicht zuletzt für Europa.
Und dennoch, die Snowden-Enthüllungen zeigen nur einen Teil des Problems. Sicher, wir können sauer auf unsere Regierungen sein, weil sie dumm waren. Wir können ihnen sagen, dass sie aufhören sollen, schlecht zu sein. In meinen Augen wird dieser Ansatz keinen Erfolg haben.
Was Europa fehlt, ist eine Idee davon, was Sicherheit in Europa bedeuten soll. Das politische Establishment sieht nicht, warum das Internet gut für Europa ist. Die Datenschutzregulierung ist natürlich die Vorzeigeinitiative der Europäischen Union, aber sie ist nur ein Teil des Puzzles. Wir können weder unsere Sicherheits- noch unsere Datenschutzprobleme mit nur einem Gesetz lösen. Wir benötigen eine Piratenideologie für eine europäische Zukunft, denn wir brauchen eine Ideologie, die auf dem basiert, in dem wir gut sind in Europa. Wir brauchen eine Ideologie basierend auf Transparenz, Vielfalt und Menschenrechten.
Dies ist nicht Amerika. Dies ist keine Ein-Fahnen-Union. Was dort funktioniert, muss nicht zwangsläufig hier klappen. Die Herausforderung für Piraten und Europa ist herauszufinden, was unsere Zukunft ist und sie dann zu bauen. Europäische Zusammenarbeit wird heute von den Europäern mit Argwohn betrachtet. Die Piratenideologie, bestehend aus Transparenz, Vielfalt und Menschenrechten, ist die Lösung, die wir brauchen – die Netto-Friedensagenda, unter der wir zusammenkommen. Besonders für das Internet und Europa bedeuten wir den Unterschied.
Wir müssen Neuland den Menschen geben. Es ist der Ort, an dem wir die Möglichkeit haben, Europäer und Piraten, frei zu leben und zu wirken. Es ist der Ort, an dem wir wohnen, es ist unsere Heimat.
Dezentralisierung hat Europa immer stark gemacht. Stärke in Vielfalt hört sich klischeehaft an, dennoch hat es immer für Europa funktioniert. Vertrauen und Zusammenarbeit wird geschaffen, wenn Partner zusammenarbeiten, über Ländergrenzen hinweg. Es wird geschaffen, wenn wir unsere Kultur teilen und offen, mit Respekt füreinander handeln. Das ist das Programm für die europäische Sicherheit und für die europäische Industrie. Es ist ein Programm für ein Europäisches Neuland, das Europa dient, und Technologien, die für uns gemacht sind.
